APPLICANT REQUESTS THAT:
1. He be awarded the Armed Forces Expeditionary Medal (AFEM).
2. He be awarded the Korean Defense Service Medal (KDSM), and
any other medal he may have earned while assigned to the 80th
Tactical Fighter Squadron (TFS).

STATEMENT OF FACTS:
On 16 Feb 2012, the Board considered and denied a similar
appeal. For an accounting of the facts and circumstances
surrounding the applicants request and the rationale of the
earlier decision by the Board, see the Record of Proceedings at
Exhibit F (with Exhibits A through E).
In an undated letter, the applicant submitted a request for
reconsideration. The applicant contends he had more than
23 days boots on ground time in Korea. He deployed to Osan AFB,
South Korea as part of an alert and did not have orders. He
also provided a letter from a former airman who was stationed
with him in Japan. The airman stated that he remembered the
applicant deploying to Osan AB, Korea a few days after Christmas
in 1968 and returned in Feb 1969. He deployed a second time in
Apr 1969 and returned the last week of May 1969.
In support of his appeal, the applicant provides a personal
statement and a letter from a former airman supporting his
claim.

THE BOARD CONCLUDES THAT:
After again reviewing this application and the evidence provided
in support of his appeal, it remains the opinion of the Board
that the applicant has failed to sustain his burden of proof
that he has been the victim of an error or injustice. The Board
carefully considered the statement provided by the applicants
neighbor at the time; however, the Board did not find the
evidence sufficiently persuasive to award the KDSM or the AFEM.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.

The complete DPSID evaluation is at Exhibit B. While this order does not identify the specific dates the applicant served in Korea, we find the order sufficient evidence to conclude he likely served enough time in Korea during the period of eligibility to warrant award of the KDSM. We find no evidence in the applicants record, nor has he submitted any to verify his entitlement to the AFEM.
